In-House vs Vendor Engineering in the GCC
When a GCC company should keep engineering in-house, when a vendor is rational, and how a Fractional CTO keeps ownership either way.

Vendors are not the enemy
GCC companies use vendors because hiring seniors in Riyadh or Dubai is hard. That is rational. It becomes a problem when the vendor owns architecture, backlog, and production access, and nobody inside the company can explain the system.
Keep in-house when
The product is the business, the data is sensitive, or you will keep building for years. You still may use specialists. You should not outsource the ability to decide.
Use a vendor when
The work is bounded, the interface is clear, and you have someone who can accept the delivery. A payment integration, a campaign site, a defined mobile slice. Not 'build us a platform and we will figure out the owner later'.
The missing role
A Fractional CTO or engineering lead is often the difference. They write the brief, choose what stays internal, and run the vendor to a definition of done. Without that, you are renting a team and still doing the CTO job at midnight.
