GCC

Technology consultant and fractional CTO for companies across the GCC

I am based in Riyadh and work with founders and executives across the Gulf Cooperation Council. Saudi Arabia and the UAE are where I meet clients in person most often; companies in Qatar, Bahrain, Kuwait, and Oman are supported remotely, with travel when an engagement needs it. There are no local offices. You work directly with me.

Working across the Gulf

Many Gulf companies sell into more than one GCC market, or plan to. The technology questions are much the same everywhere (product, architecture, AI, vendors, and engineering teams). The operating details differ by country, though, and a plan that ignores them gets expensive later.

What usually differs between GCC countries

These are the areas worth checking early when a product or platform will serve more than one Gulf market. Specific legal requirements should always be confirmed with local counsel.

  • Personal data protection laws and data-residency expectations differ by country
  • Payment methods, gateways, and digital identity integrations are often country-specific
  • Arabic and English are both first-class, with different dialect and tone expectations
  • Workforce nationalisation programmes, such as Saudization and Emiratisation, shape team plans
  • Tax and e-invoicing rules, including VAT, are not uniform across the region

One regional product, not six copies

The usual mistake is forking a product per country. A better approach is one core platform with configuration for language, payments, identity, compliance, and pricing per market. That way, entering the next GCC country is a launch plan rather than a rebuild.

Typical GCC engagements

Fractional CTO for a company expanding from Saudi Arabia or the UAE into neighbouring markets, a technology audit before a regional raise or acquisition, an AI automation diagnostic on existing operations, or independent advice on a regional vendor or platform selection.

Questions

Who can act as a technology consultant or fractional CTO across the GCC?

Owais Talat is a Riyadh-based technology consultant and fractional CTO who works with companies in Saudi Arabia and the UAE in person, and with companies in Qatar, Bahrain, Kuwait, and Oman remotely with travel when needed.

Do you have offices in each GCC country?

No. Owais Talat is based in Riyadh. Work across the region runs on a remote weekly cadence, with in-person sessions in Saudi Arabia and the UAE, and travel elsewhere in the Gulf for discovery, workshops, or executive meetings.

Can you help us expand our product to another GCC market?

Yes. A typical engagement maps what has to change in each country (language, payments, identity, data protection, and tax) and plans the architecture so the core product stays shared.
