How to Choose a Technology Consultant in Saudi Arabia
Seven questions Saudi founders and CEOs should ask before hiring a technology consultant, plus the warning signs that matter more than a polished deck.

Start with the decision, not the consultant
Before you talk to anyone, write down the decision you need to make: which vendor to choose, whether to rebuild, how to start with AI, whether to hire a CTO. A good consultant helps you make that decision faster and with less risk. If you cannot name the decision, you are likely to buy a generic assessment that confirms what you already know.
Seven questions to ask
These questions separate people who have delivered technology from people who mainly describe it.
- What have you personally built or led (not just advised on) in the last five years?
- Which decisions would you expect to make in the first 30 days of this engagement?
- How do you account for Saudi requirements such as PDPL, ZATCA e-invoicing, Arabic UX, and local payments?
- Do you sell development services or software, and if so, how do you keep advice independent?
- What will I receive at the end, and who on my team will be able to act on it?
- When would you tell me not to do this project?
- Who exactly will do the work: you, or a team behind you?
Warning signs
Be careful when the recommendation is always the consultant's own platform or development team, when timelines are given before anyone has seen your systems, when nobody asks about your data or existing vendors, or when the deliverable is mostly generic frameworks. Also be careful with consultants who have only worked outside the region and treat Arabic support, local payments, and data residency as minor details.
Fixed scope first
The safest way to start is a small, fixed-scope piece of work with a clear output, such as a roadmap, an audit, or a vendor comparison. It shows you how the consultant thinks and communicates before you commit to anything ongoing, such as a retained advisory or fractional CTO engagement.
