AI Projects and Personal Data in Saudi Arabia: Questions to Answer First

Before sending customer data to an AI model, Saudi businesses should answer a few design questions about data flow, location, retention, and access under PDPL.

AI changes the data flow

Most AI features send text, documents, or images to a model. That model is often an external service, and sometimes it runs outside the Kingdom. Saudi Arabia's Personal Data Protection Law (PDPL), overseen by SDAIA, applies to personal data in those flows. This article is a design checklist, not legal advice; confirm your obligations with qualified counsel.

Five questions to answer before building

Clear answers to these questions make most AI projects easier to approve internally.

  • What personal data will reach the model: names, phone numbers, ID numbers, financial or health details?
  • Where is it processed and stored, and does that involve transfer outside the Kingdom?
  • Does the provider retain or train on your data, and what does the contract say?
  • Who can see prompts, outputs, and logs inside your company and the provider's?
  • How will you handle a customer's request to access or delete their data?

Design options

Common patterns include redacting or pseudonymising personal data before it reaches the model, using enterprise agreements with clear retention terms, hosting models or processing in in-Kingdom cloud regions, and keeping sensitive workloads on self-hosted models. Each has trade-offs in cost, quality, and operational effort, especially when Arabic language quality matters.

Governance that does not block progress

Keep a short register of AI use cases, the data each uses, the provider, and the owner. Log prompts and outputs where appropriate, review a sample regularly, and keep humans in the loop for decisions that affect customers. SDAIA's published AI ethics principles are a useful reference when writing internal guidelines.
